Although the CCCL is not any part of the process involved with the beach restoration project (not to be confused with the ECL) we do know this issue may be of interest to many, if not all, of our eblast subscribers. The Department of Environmental Protection (DEP) would like to inform you that it has initiated rule development for Rule 62B-26.016, Florida Administrative Code (F.A.C.). This rule established and provides the legal description of the Coastal Construction Control Line (CCCL) in Gulf County, and became effective February 25, 1986. The DEP has published the Notice of Proposed Rule Development in the FAW today, February 9th, 2007, for this rule chapter (attached).
.As a direct result of the severe hurricane activity during the 2004 and 2005 seasons the Florida Department of Community Affairs' Coastal High Hazard Study Committee's report, dated February 1, 2006, recommended that the DEP restudy the CCCL's along identified portions of the Florida Panhandle and re-establish the line(s) as necessary in order to protect life, property, and the beach and dune system. A priority was placed on CCCL's based on the degree of anticipated change of the line and the degree of development potential within the area that may be added seaward of the reestablished line.
A comprehensive engineering study has been completed in Gulf County that resulted in a recommendation for the re-location of the CCCL for portions of the St. Joseph Peninsula.
